The Dublin Developers Digout Autocracy (DDDA) is an &#039;investor&#039; using taxpayer cash; the Developers Autocracy also decides the planning permission, bypassing Bord Pleanala. 

Guess who benefited in the form of substantial bonuses, options, revolving doors and other compensation.
